Who may qualify?
The City identifies designated Urban Heat Island neighborhoods through its coverage map. Its repair directory currently says cool-roof appointments are limited to homeowners in these neighborhoods. The detailed program page also describes a pathway outside designated high-heat areas for households at or below 80% of Area Median Income (AMI). Ask the City which pathway is currently accepting appointments and confirm your address and household-size income limit.
Homeownership and application requirements
Published requirements include owning and occupying a single-family home, a current Homestead Exemption, current property taxes and mortgage payments, and proof of homeowners insurance. Reverse mortgages do not qualify. The City requires clear title, with limited exceptions for liens or judgments totaling less than $5,000. Check the official page for the current AMI chart and full requirements.
Up to $19,000, with conditions
The published maximum assistance is $19,000 through a 0% interest forgivable loan with a five-year restrictive covenant. Forgiveness depends on continued occupancy and compliance. Moving, renting, or selling during the term can require repayment of the remaining balance plus interest. Keep required taxes and mortgage payments current and review all loan documents with the City.
City inspection and final approval
After the initial loan review, the City inspects the property to determine eligible work. The process includes application review, scope and bid coordination, signed agreements, and recorded restrictive covenants before final approval. The City determines eligibility, available funding, and approval. No contractor can guarantee approval or selection.
This is not an emergency roofing program
The City states that Under 1 Roof is not an emergency roof replacement program. If your roof is actively leaking, contact Eagle Eye separately to discuss paid inspection, repair, or temporary protection services. Private work is not automatically eligible for City reimbursement.
