What repairs may qualify?
Examples include accessible bathrooms, ramps, plumbing and electrical repairs, non-working utilities, damaged doors, broken windows, and other eligible work. The City inspects the home and approves the work and costs; these examples do not guarantee coverage for a particular project.
Qualification requirements
Applicants must own and occupy a single-family home within San Antonio Council Districts 1 through 10, have a current Homestead Exemption, and have household income at or below 80% of Area Median Income. Published requirements also include current taxes and mortgage payments, homeowners insurance, and clear title, with limited exceptions for liens or judgments totaling less than $5,000. Reverse mortgages do not qualify. Confirm all requirements and household income limits on the official City page.
A maximum $25,000 loan with a five-year covenant
The published maximum loan amount is $25,000. A five-year restrictive covenant and property lien apply. Forgiveness is conditional on occupancy and compliance, rather than an unconditional gift. Selling, renting, or moving during the term can require repayment of the remaining loan balance plus interest. Taxes and required insurance must stay current.
The City approves the application and work
Submit the City interest form through the official program page. The City reviews the homeowner’s application, arranges inspection, determines eligible work, and coordinates the required loan and construction documents. Do not begin work on the assumption it will be funded; final approval depends on completing City procedures.
